GwenDolyn H. Ruff, SPHR, serves as the SVP, Employee Services and Corporate Relations for Columbus Water Works, Columbus, Georgia.  She has over thirty-six years of experience in the Human Resources and Public Administration field in the public, private and government sectors. As a member of the CWW Executive Management team, she is responsible for the senior-level management of the Water Works’ Human Resources programs, to include, but not limited to, ensuring proactive planning and effective execution of talent acquisition, diversity programs, performance management, employee and leadership development programs, employee benefits programs, employee engagement, total rewards and recognition, wellness programs, training, and organizational effectiveness. Her responsibilities for Corporate Relations include the senior-level assessment and management of community communications and outreach programs, to include public education, stakeholder relations, and educational partnerships.  She also plans and executes communication strategies to achieve and deploy desired business objectives and organizational strategic benchmarking activities, evaluates the effectiveness of the community outreach programs and facilitates in the development of comprehensive strategies to meet the information needs of internal and external audiences.  She also serves as the Executive Champion for the CWW Employee Experience Strategic Initiative, providing leadership, guidance and support in the implementation of innovative practices to energize, empower and engage team members, create a workplace culture that values employees and an environment that builds high-trust work relationships.

She has a BS in Biology from Mercer University (Macon, Georgia), a Master’s of Science in Administration from Columbus State University (Columbus, Georgia) a Master’s of Strategic Studies from the Army War College (Carlisle Barracks, PA) and is a 2005 graduate of the University of North Carolina at Chapel Hill Water and Wastewater Leadership Center. She is also life-certified as a Senior Professional in Human Resources (SPHR). Gwen served 30 years combined active duty and reserve duty in the United States Army in various senior leadership positions before retiring as a Colonel in 2011.

She is actively involved in numerous civic and professional organizations at both the local and national level, to include the Lower Chattahoochee Workforce Development Board (Board of Directors);  The Columbus Museum (Trustee); The Coalition for Sound Growth Steering Committee; Pastoral Institute (Board of Directors); United Way of the Chattahoochee Valley (Board of Directors); MidTown, Inc. (Board of Directors); Society for Human Resource Management (SHRM); American Water Works Association (AWWA); Water Environment Federation (WEF); Georgia Association of Water Professionals (GAWP); Institute for Georgia Environmental Leadership (2015); Member - AWWA Workforce Strategies Committee; Graduate - Leadership Georgia (1999) and Graduate - Leadership Columbus (1992).
